Kansas should fully fund the state share of special education costs set in state law.
Kansas law calls for the state to cover most of districts' extra special education costs, but budgets have paid less than that level for years. Full funding would raise state school spending and reduce the gap districts cover locally.

Special education hasn't been fully funded since 2011. Again, we're federally mandated, so when that funding doesn't happen on the state level, it gets pushed over to the local level.
